BHHE Annual Meeting

July 26, 2025

1.    Call to order: (Ralph)

Prior to call to order, members signed in, corrected emails and phone numbers, and received a copy of the BHHE financial statement and agenda. Initial in column if you agree to have all correspondence including billing sent to your email.

2.    Discuss Board Members and Their Contributions: (Ralph)

a.    Summarize the boards accomplishments and hard work. (Fence, water valve review)

3.    Snapshot of last year: (Ralph)

Roads have been graded, rolled, and sprayed. Speed bumps have been taken in and put back out.  Please straighten if they are crooked. Be bear aware. Recent water break on members property, it has been fixed. It was noted that the fix was paid for by the member.  Phillips commented on the need to report and fix water leaks immediately.

4.       Election: (Ralph) 7 interest announcements were properly received.  The voting was very tight this year. Thank you, Jeff Kadlec, for your service and welcome Ken Mancuso.  Information on submitting interest is distributed mid-December with your association dues bill. All Members in good standing and who follow the process are considered. New board is made up of Steve H, Chris M, Ralph H, Jeff M, Ken M.

5.     Water report/Water system discussion: (Jeff M.)  Water testing is performed Quarterly by Chris Waddoups.  We appreciate his help in this.  Water reports have shown no detectable nitrates or other problems.  Water is limited.  Our system functions well, however, we need to be prudent in our use. Outside watering is not advised. We are cabins in the mountains we do not need lawns.  Barry took exception with watering lawns and noted that he is a full time resident and needs a lawn but doesn’t water it much and at night.  Jeff noted that we understand his reasons and he was established before past boards stopped allowing lawns, However, the board has not and will not approve the establishment or watering of lawns.  We are a mountain community not a suburb. Jeff noted that the well pump was upgraded last year. Tryge noted that it would be nice to have a sensor in the tank that would notify people when the tank was too low.  This would potentially alert of a leak before the total tank is drained.  Would require wifi and other improvements.  We may want to look at the current float as well.

6.     Financial report: (Jeff M) See Handout. Jeff discussed various expenses and trends.  Finances look good.  We just received a $12K bill for the roads which is not reflected.  Discussed combining some bank accounts since there is no requirement to separate funds.  We also discussed the potential for raising rates and creating two classes empty lots and lots with homes. Karen suggested that we also make a class for renters.  We noted that this would not currently be possible given the current laws.

7.    Island Park Sustainable Fire Community (Jeff M)

8.     Architectural report/Building requirements: (Jeff M)

We currently have approved four five proposed building in construction or design.  Please remember to keep the board posted if you are not going to meet your agreed to construction period.  As a reminder the board has established building requirements.  These are posted on the Association blog. It was noted that due to water issues, Ralph noted that the Association only has rights for 94 residences.  Hence, it is not likely that future projects with two homes will be approved. It is not fair for some to take two shares and others have none.  Chris W. said that we should change the covenants.  Jeff M. noted that it takes 80 approval to change and as an association we have not been able to agree on anything.  The fence being a current example. It was noted that our lawyer stated that our CCRs give the board a lot of deference in making building decisions.

9.    Maintenance of subdivision: (Ralph)

·         If Garbage is outside, it must be in a bear proof garbage can. Coolers and garbage bags should not be left out.

·         Private property is just that private.  We have several people going onto others lots to pick flowers, huckleberries, etc. This is not allowed without prior permission. Some of the renters were asked how they handle this.  Some post rules on the fridge, Others said the only thing that gets read are the instruction on how to get to the facility.  So important things need to be buried in this information.  A suggestion was made to upgrade and place more signage on the roads to control speed.

·         Remind all guests to ride snowmobiles, ATVs, etc. only on roads and their property. Vehicles are not allowed on other’s property. We had several people this year riding where they should not. We suggest that trailers be left at Valley View or Red Rock Pass Road.  Trailers do not fit well in our subdivision in the winter, nor do they handle the hills well and are frequently found blocking the roads. If you see problems, please contact police and homeowners. 

·         All rentals should have a phone number posted on the door. Please encourage guests to observe quite hours and move indoors 10PM to 6AM. It was noted some members have renters trying to get into their house late at night.  Renters must have legible addresses and information posted for the rental.

·         Snow removal Some people expressed concern on snow removal last year.  Jeff noted that it doesn’t matter who does it he has been stuck.  We live in the mountains with rough snow conditions. Also, last year three individuals were contacted only one person was willing to submit a bid. Last years company does not want to do it again. We need larger equipment because we have widened the roads. The Board will solicit bids for the coming year. Preferences were noted for Heath.

10.  Highway 20 Update (Ralph) Nothing new to report.
