Annual HOA Meeting 7/29/2023

Chris M brought the meeting to order
Chris noted contributions from the board: Jeff Miller, Tryge Simpson, Jeff Kadlec, Ralph Kincheloe; and Chris Mehr
Snow removal was done well. He thanked the board members and Jeff Miller for handling paperwork and financials as well as meetings. Jeff Kadlec has been chair of ACC board. Ralph Kincheloe has taken minutes and handled ITD updates. Tryge Simpson has handled the fence issue.
Election - 6 people ran for 5 spots. Steve Heiberger was not able to attend - he is in Montana fighting fires. He replaced Jeff Kadlec.
Speed Bumps if you see the speed bumps have moved, please stop to straighten them out (we usually only have 1 nail in each.)
Bear activity - last year was one black bear; this year has been a grizzly with a cub
Water report - replaced the pump last year but it did not have enough pressure. Old pump was reinstalled for now and the new one will be rebuilt. We are waiting for them to replace the old pump. We paid a down payment but still $8-9000 left to pay. ( The pump has since been replaced and is working well.)
Water testing - we are the first users in our subdivision. Chris Waddoups tests quarterly - we have never had any issues.
Financial - Dues are $35k/year for income; $6k has come from new builds. $2k is refundable roads.
Jeff M put money in a CD per Jeff K’s recommendation. It has generated approximately $1500 for 2022-2023. $15-$20k is spent per year on HOA expenses.

Fencing - Tryge S
Fence is in terrible shape. Current type is always being repaired; has suggestion for jack fence at $14’ for 2200’ for approximately $32k. Discussed the community helping tear down the old fence and utilizing the wood. We have discussed tress but it blocks views and there is concern about road salt killing the trees. There is concern that a lack of a fence will invite others to trespass. A jack fence is movable.
Dues - Chris M mentioned increasing dues by $50/year.
We have $185k in savings - we can use it for expenses such as the fence or taking care of the water system that is ancient and may need replaced. Jeff M mentioned sending an email to all members and asking for ideas on fencing and trees.
Fire - there is a group in IP that will come around and asses your home and do risk assessments and give ideas to make your home more fire resistant.
Free slash pick up but must be cut to a certain size and be piled next to the road for easy pickup.
Architecture - there are 4 projects going on now. If you have questions, send them to the board email. The blog also has information available.
12 months are allowed to build. The board allows for one extension of 6 months. Be on time with any requests and they must be written.
Construction trash needs to be picked up! It was recommended that the board require dumpsters for construction, as well as stringing property lines so construction crews know boundaries to respect property.
Maintenance - front posts need to be restained.
Garbage - keep inside or use bear proof containers.
Don’t trespass - stay on roads (snowmobiles and atv’s)
Snow - Let guests know of conditions and accessibility. Encourage other options - parking may be available at Valley View or Red Rock Road.
Roger - had snow removal concerns with the added traffic. May need to remind snowblower to keep driveways open. Use posts to let snowblower where edge of driveways are. There was a question regarding snow removal in the future and if we need to have it hauled off.
ITD - highway 20 meetings upcoming in August.
