 BHHE Annual Meeting

Board members present:  Ralph Kincheloe, Jeff Miller

Prior to call to order, members signed in, corrected emails and phone numbers, and received a copy of the BHHE financial statement and agenda. Initial in column if you agree to have all correspondence including billing sent to your email.

Meeting was called to order at 10:02 by Ralph Kincheloe

A summarization of the board’s accomplishments and hard work included fence replacement and entrance posts repaired.  There is still no idea who took out the north posts during the last incident.

A snapshot of last year includes the following: Roads have been graded, rolled, and sprayed. Speed bumps have been taken in and put back out.  Please straighten if they are crooked. Be bear aware. 

Election: There were 5 interest announcements properly received.  No election was necessary as there are only 5 seats and only 5 applied. The Board remains the same as last year.  Information on submitting interest is distributed mid-December with your association dues bill. All Members in good standing and who follow the process are considered.

Water report/Water system discussion: Water testing is performed Quarterly by Chris Waddoups.  We appreciate his help in this.  Water reports have shown no detectable nitrates or other problems.  Water is limited.  Our system functions well, however, we need to be prudent in our use. Outside watering is not advised. Water reporting standards have been changed. We are considered a Transient Non-community Water System (TNCWS). There are not many requirements for this but more information will be forthcoming regarding a QR code that will be posted on our BHHE website.  A gathering after the meeting will be held to explain how to fix well issues should they arise when a board member is not available.  The association is responsible for the main line, homeowners are responsible from the line to their homes.  It was requested that all homeowners mark their valves for others to be able to access if an emergency arises and valves need to be closed.  A copy of the association and where line/valves are located will be available upon request. The subdivision is only approved for 94 homes for water. Therefore, no more multi-homes on one lot will be approved.

Process when water flow slows or is non-existent  Check the pump and make sure it is pumping by the humming sound.  If no sound check the breaker switches including the one on the bottom of the panel on the right.  If resetting the breakers does not activate the pump call a board member). If the pump is running and still no water,. (drive around subdivision to determine if there is a water leak in or close to the road or coming from someone’s property (if it is on someone’s property call them immediately if you have their number otherwise call a board member) if you see a leak on the road call a board member. 

Financial report: See attached handout. We have had a good report on dues.  In 2024 our largest expense was the waterline break.  In 2025, our largest expense was the road repair.  In 2026, to date, the largest expense is the fence repair.  (Please make sure to replace the speed bumps and clear culverts to allow for water to flow down the side of the roads properly.  Water will damage the roads if proper drainage is not maintained.)

Weed suppression: Bryce Fowler from Fremont County Weed Control 208-624-7442 gave a presentation on options for weed control. Fall is the best time to control noxious weeds or bi-annual perennials.  A handout was provided for a list of weeds that the county/state consider noxious.  Backpack programs are available for individuals who wish to spray ($45/acre)  (Stephanie) Current pricing is $55 per acres (can bill in 1/2 acre segments) + the cost of herbicide. It would typically average $75 per acre (or ~ $38 per 1/2 acre). The cost may end up being even lower than that if a grant that they've had in previous years comes through again for 2026 or future.  It was suggested by a member of the HOA that the county be invited to spray the entire subdivision. The Board will look into this option. The cost may be covered by BHHE.

Architectural report/Building requirements:  We currently have approved four proposed buildings in construction or design.  Please remember to keep the board posted if you are not going to meet your agreed to construction period.  As a reminder the board has established building requirements.  These are posted on the Association blog.

 Maintenance of subdivision: (Ralph) 

·         If Garbage is outside, it must be in a bear proof garbage can. Coolers and garbage bags should not be left out. 

·         Private property is just that private.  We have several people going onto others lots to pick flowers, huckleberries, etc. This is not allowed without prior permission.

·         Remind all guests to ride snowmobiles, ATVs, etc. only on roads and their property. Vehicles are not allowed on other’s property. We had several people this year riding where they should not. We suggest that trailers be left at Valley View or Red Rock Pass Road.  Trailers do not fit well in our subdivision in the winter, nor do they handle the hills well and are frequently found blocking the roads. If you see problems, please contact police and homeowners.  

·         Should members or guests cause any damage to roads or other subdivision properties the owner will be billed for the damages.

·         All rentals should have a phone number posted on the door. Please encourage guests to observe quiet hours and move indoors between 10PM to 6AM.  Susie Hoeberecht suggested a list of property managers be available to contact if there is an issue with an STR guest.

·         Snow removal  - the board is considering retaining the same snow removal company as last year (Big Red)

·         New BHHE signs were provided by Scott & Sheila Heifort.  

Highway 20 Update:  The latest ITIP shows a projected build date of 2033 for the 4 lane passing and turn in-outs for the subdivision.  Funding for ITD projects was severely cut in the last legislative session.  It was requested that all members concerned with safety should contact ITD with suggestions (a separate bullet point list with ideas that members could use to put in their own words).

Discussion on Problems with rentals or Neighbors.  The idea was shared to have all management companies and owner phone numbers given to all so that issues may be addressed. We will be collecting this information and distributing it. We appreciate everyone working together to make this a nice neighborhood.

Henrys Fork Wildlife Alliance:  Allison, spokesperson, presented information on being Bear Aware.  Handouts for STR’s and Homeowners was available for homeowners to keep on hand for guests.  There are options for garbage (from bear resistant garbage containers to electric fencing).
