2. Discuss Board Members and Their Contributions: (Chris)
Chris called the meeting to order and reviewed the agenda (included). Special thanks was given to the board members for their work this past year; especially Jeff Miller for all of his help with everything and Tryge for his help with the water issues we had. Steve worked on the ACC board.
3. Snapshot of last year: (Chris) Speed bumps have been taken in and put back out. Please straighten if they are crooked. Be bear aware. A water leak on Mountain View and Howard Creek was repaired in January.
1) The well was replaced. There were a few issues with the new well but it is now working - we kept the old as a spare/reserve in case there are any issues.2) A water leak on Mtn View was repaired - a valve had cracked.3) No repairs to the fence.
4. Election: (Chris) Only 5 interest announcements were properly received. Thank you Tryge for your service and welcome Jeff Kadlec. Information on submitting interest is distributed mid-December with your association dues bill. All Members in good standing and who follow the process are considered.

Waddoups. We appreciate his help in this. Water reports have shown no detectable nitrates or other
problems.
6. Financial report: (Jeff M) Handout was provided.
We are in good shape (report is through 6/30/24 so not all expenses are reported). Money has been spent on gravel and some materials for fencing. May look into grading and recrowning the roads and adding mag chloride. Discussion was had as to why the balances are kept. At some point, all of the water lines will need replaced - the last estimate was approximately $1 million. The board will discuss the possibility of raising dues $50 per year per lot to avoid specialassessments when the time comes to replace the water lines. We have some of the least expensive dues in the Island Park area. It was pointed out that the board should be spending some money on projects. The board will discuss priorities (road, fence, water lines). Regarding road repairs, Ray Pierce and Gary Cooper may be contacted for bids. There was a question presented about increasing dues for STR’s as it seems there is more wear and tear due to higheruse. That idea was disputed as being against Idaho law.
7. Island Park Sustainable Fire Community (Jeff M) https://islandparkfirecommunity.com/
We currently have approved one proposed building in construction or design. Please remember to
keep the board posted if you are not going to meet your agreed to construction period. As a reminder
the board has established building requirements. These are posted on the Association blog.
There have been no new building request submitted this year. The ACC has tried to keep all buildings to a harmonious standard.
9. Maintenance of subdivision: (Ralph)If Garbage is outside, it must be in a bear proof garbage can. Coolers and garbage bags should not be left out. Remind all guests and owners to ride snowmobiles only on roads and their property. Snowmobiles are not allowed on other’s property. We had several people this year riding where they should not. We suggest that trailers be left at Valley View or Red Rock Pass Road. Trailers do not fit well in our subdivision in the winter, nor do they handle the hills well and are frequently found blocking the roads. If you see problems, please contact police and homeowners. All rentals should have a phone number posted on the door. Please encourage guests to observe quite hours and move indoors 10PM to 6AM.
Please relay all of these to your guests and encourage everyone to be respectful of others for everyone’s enjoyment of the area.
Garbage - please don’t leave any garbage outside. Use bear proof containers. Bears have been spotted in the subdivision are recently as the morning of the meeting.
Sleds - keep to the roads / don’t trespass unless you have prior permission
Trailers - not allowed in the subdivision in the winter. Please contact Valley View or Red Rock to make arrangements to use their property for storage.
NO SHOOTING OR FIREWORKS ALLOWED WITHIN THE SUBDIVISION. If you see something, text or call (208) 918-5701 & provide the following information: Lot # or address within the BHHE subdivision (this is an employee of Chris M’s). Do not confront - you may also contact the Sheriff’s Department.
10. Highway 20 Update (Ralph)
ITIP is open until 7/31/24 for comments. Targhee Pass Project is still listed but has been put out to 2029. Rumor has it that ITD does not have the funding at this time. 11. Other (Chris)
The board has been advised by a lawyer to keep the ACC board to board members only. There is a discrepancy between the by-laws and the covenants as to who the board members should be. The ACC makes recommendation to the board. Neighbors are notified and asked for input. The buildings must be harmonious to the architecture of the area. The board makes the final decision.
Noxious weeds. Thistle is abundant this year. The county will spray for a reasonable amount ($35/acre). Spraying now and again in the fall will help keep weeds down for several years. 208-624-7442 (Fremont County Weed Control) for more information or to report a sighting

The work project was cancelled due to rain. The Board decided to hire some individuals to repair only the seriously damaged areas.
