23, 2022 BIGHORN HILLS ESTATES ANNUAL MEETING
The
meeting was called to order by Ralph Kincheloe at 10:00 a.m.
It was noted that
anyone not in attendance can sign up for notification via email.
Board members in
attendance: Ralph Kincheloe, Jeff Kadlec, Jeff Miller, Kristy Wachs.
1.
Ralph - Freeze up on Mountain View- was found to be caused by a
closed valve. However, the freezing was not hard enough to break the
pipes as first thought.
2.
Ralph - Kristy Wachs has stepped down from the board. Tryge
Simpson was the only member to submit a resume so by default he replaced
Kristy.
3.
Ralph - Re the lawsuit - the HUD complaint was dismissed against
the board. The board has settled with Mr. Evans. Mr. Evans asked that the
terms not be disclosed. The board is working with the insurance company to see
if they will cover some of the costs of the litigation.

Jeff K - updated the members regarding the replacement of the
pump for the well. He could only get a response from one company. They bid
$9700. The useful life of 7-10 years. We will refurbish and keep the old for
standby. It has the same GPM. The bid includes the new panel and all of the
components. They will notify residents via email. It will take a day to complete
the changeover. (As a follow-on and additional bid was collected which was
lower from the original pump placement company. We have put a down
payment on the pump and are waiting for delivery. Replacement may be this fall,
end of October.)

Jeff M - reviewed the financials. Everything looks good. The
biggest expense was the water break. The road has been replaced for the whole
section on Howard Creek within recent years. We have funds available for
repairs as necessary. Association holdings are increasing in total.

Jeff K - reported on the number of projects/builds in the
subdivision as 4. He asked that everyone remember the Board must approve all
construction and major changes prior to any start of construction. Please
stay in communication with the board regarding setbacks, and water
installation. Also, if you are building and will not meet your agreed to deadline,
please contact the board before this date to avoid the construction delay
penalties agreed to.
7.
Kristy - Garbage cans - need to be bear proof and grills need to
be off porches, no coolers outside. There have been siting’s of bears a few
miles away - be responsible; it’s not the bear’s job. Snow machines - are not
allowed of the roads unless the property owner has given permission. It
is totally inappropriate to ride on other members property without their prior
approval. We’ve had complaints of trespassers again. Keep trailers at Valley
View and/or Red Rock Pass Road. May be able to park across from Valley View for
1-2 days. There was some discussion that some snowmobiles may be coming in from
outside the subdivision. Please ask the owner before parking in their driveway
- it’s all about communication and respecting other members rights.

Susie H - discussed weed spraying for noxious weeds. The county
will spray and pay for labor, we must pay for poison. Kristy paid for this last
year our of her own pocket. She also asked if it was possible to consolidate
signs at the entrances for a cleaner look. Suggestions included one for
Recreation and No Access to Two Top. The board noted that they would take
this under advisement.
10.
Tryge - brought up tearing down the fence and organizing a
donation campaign to purchase trees to replace the fence along Howard Creek.
Many thought this was a good idea then there was a discussion on ITDs
widening the road and where the placement of the trees would be so that they do
not get killed by snowplows and salt.
11.
Ralph - brought up ITD’s plans for a passing lane with turning
lanes in to our subdivision. A passing lane will add noise. Discussion was held
regarding a barrier, i.e., trees (salt from the road treatment may kill them).
There may be an ordinance grant that we could apply for regarding a barrier.
With a passing lane and turning lanes in front of our subdivision, there could
be a greater chance that someone will get hurt. Write your county commissioners
and your D31 representatives. The attached are the emails of these
representatives and a draft thought for your use and expansion.
