Bighorn Hills Estates Annual Meeting - 2018

1.     Call to Order: Ken Jensen
Fund raiser for John Sacks cabin. Need volunteers and dinner. Raffle ticket. Chamber has taken a stand against overpasses and fences. Letter to commissioners and state from Chamber. I love Island Park Facebook event.

2.     Greetings/Introductions: Introductions made.

3.     Financial Report: Dayna Parks reviewed financial report. All members present received copy. Discussed power, snow removal, savings, and water reserve.


4.     Architectural Report: Ken Jensen reported a growing number of lots being sold. One new plan approved and construction started since November. One 6 month extension given. Two letters were sent to bring lots into compliance for construction material being removed. All information for building requirements on blog. Owner’s responsibility to make sure contractor complying with covenants. Barry Bean asked about the new house not being 1000 square feet. Covenants state all residents must be 1000 square feet. Section 7.4 read by Kelly Cragun. Discussion of what makes up the main floor. Covenants does not specify living space. Barry Bean suggested the covenants be changed to say “living space” ILO “main floor”.


5.     Snow Removal/Roads Report: Ken Jensen reported concerns with snow removal billing. We are not being billed monthly. Board will talk with Scotty about blowing snow ILO plowing and waiting until 6 inches of snow on road. Billing will also be discussed with him. Discussion on cost—reasonable compared to previous provider. Discussion on adding speed bumps to roads to slow down traffic. Discussion on Mag Chloride put on roads. Nez Perce and Grizzle Court need to be grated, crowned, and road base added. Board will get three bids for road work. Discussion on adding speed dips ILO bumps. Discussion on marking water valves. Board will mark valves and place info on blog. Discussion on water system. Bid to replace water system (11 valves, fire hydrants, etc) $520,000. Roger Cragun discussed specifics on how much water our system can generate. Rental issue was brought up by several members. Kristy Wachs suggested calling sheriff if renters are doing anything illegal. Ralph Kincheloe suggested the people who use the water the most need to pay the most. Several members agreed. Board will look into the possibility of increasing water fees for rentals. Rental requirements discussed. Parking, signs with contact info required by county for all rentals. Re-circulation system discussed. Board will get bids for re-circulation system only.

6.     Subdivision Blog and Updates: Ken reported on information that is on the blog. bighornhills@gmail.com  must have invitation. Connie explained Nextdoor is a way for BHHE members to keep in touch. 

7.      Highway 20 Reconstruction: Ralph reported on the Targhee Pass Project and the meetings he has attended. He suggested the Board write a letter to ITD requesting the speed limit be reduced in front of BHHE and stating we are against a passing lane in front also. Scott suggested we add in the letter about the dangers of the speed limit being 65 for the boat inspection station and at the state line where people cross the street to take pictures with the Idaho/Montana signs.

8.      Open Comments: Barry Bean asked about drift fences being installed at the entrances. Board will look into it. Dayna Parks asked everyone to be considerate of others and not leave their lights on at night. Several homes are leaving lights on all night and they shine into other’s bedrooms. Tryge commented he has his outside lights set to come on at dusk. It was suggested motion sensor lights would helpful. Barry Phillips sent email requesting everyone use bear-proof garbage cans (read by Ken Jensen).

9.      Elections: Roger Cragun motioned the current board be kept in place. Julie Parks seconded the motion. Members present agreed.

10.  Adjournment: Workday will be staining the posts at both entrances. Lunch will be at Ralph and Connie’s house about 1:00.

New Year Reminders

Annual dues have now been sent out. If you have not received yours in the mail, contact Jeff Miller 208-569-8394 or familyjsm@gmail.com. Remember that non-payment of dues result in a lien against your property.

It is your responsibility to clean up after your pet. If you don't have a bag with you, please return after walking and remove your pets feces from the road or neighbor's property.

Please stay on the road or your own property when driving snowmobiles. There are fence posts, water hydrants and many people have planted trees that may be just under the surface of the snow. Stay safe and avoid damaging other's property.


Be on the lookout for children sledding, the higher snow banks lead to decreased visibility especially at corners and when exiting driveways.

Welcome and introduction

Everyone introduced themselves around the table. Barry explained the absence of some of the Board of Directors.

Water Report

Barry Phillips, water Chairperson, gave a report on the status and function of the water system over the last year. 

Water samples are taken quarterly at various locations throughout the subdivision. These samples are sent in for testing for Coliform. Once a year presence of nitrates is tested and once every nine years it is tested for nitrites. This was the year for all tests. All tests came back negative which means we have great water.
